CZECH “PENDOLINO” - ITS TRUE STORY

Brief introduction

Europewide common used term ‘Pendolino’ became domesticated between Czech railways’ employees and enthusiats for projected tilting EMU determined for Czech railways (as class 680) to be used on Berlin-Praha-Wien line. After Czech railways (CD) advertised the competition for producing of ten three-current tilting EMUs for mentioned prurpose in 1995, it was won by international association of Czech railstock producers CKD and MSV and well-known Siemens (electrical equipment supply) and Fiat-Ferroviaria (tilting system supply), covered with Czech locos’ producer CKD, where it will be assembled. The treaty told the price at 415 million CZK for each unit and folloing dates of deliveries : first unit in 1997, next nine from 1999 to 2000. In 1996 the price rised to 437 milliom CZK, because of additional order for information system for the trains. Real state with the end of 1998 and chances into future

The price rised up to 750 million CZK (over 70 % higher) because of “higher costs for development” and unclear treaty with producers. Because Czech railways aren’t able to spend so much many for the whole fleet, probably either only 7 units will be produced or all 10 trains will be built but three of them will be offered for another subject. Not only one car wasn’t produced, CKD officially proclaimed delay of 3 years. In the end of October, Innotrans/Eurailspeed’s visitors could see only mock-up of interior of first coach. CKD still promise the first EMU’s roll-out will come already in 1999.

There are voices, telling CKD (MSV became in February 1997 part of CKD) tries to manage too complicated development, which is difficult and expensive enough for much more experienced, skilled and renowned producers. Secondly, due to the delay, lot of components and equipments will become quite out-of-date. It’s clear that it could be quite risky for producer with low experiences with high-tech up-to-date rail stock equipment to develop such as unique thing as three-current tilting EMU by himself, even with “certainity” of 10 ordered units, which won’t cover high development costs too much. During many years CKD lived from thousands of locos delivered for USSR market, which was satisfied more with quantity than quality, so this customer didn’t tax CKD too heavily, concerning the newest inventions’ application and now it wants to match the top of rail stock producing giants.

Travelling times are corresponding with infrastructure state in the year 2000, later Berlin-Dresden upgrading and finishing the upgrading of nearly whole Czech part of this relation should bring cutting times, in the end to 6 hours and 35 minutes between Berlin and Wien. There are voices telling DB AG won’t wait late delivered Czech EMUs and replace them with own ICE/ICTs between Berlin and Dresden, which would mean changing between trains in Dresden. Besides, using of tilting trains on Berlin-Wien isn’t so reasonable due to its straight linking. With using all ten units, also two inland pairs between Praha and Ostrava were speculated for hauling with tilting EMUs. Later some next units should be purchased for Warszawa-Ostrava-Wien line, but this connection is also straight enough to be unreasonable for tilting trains, so no wonder in case it will be left.
